
The trainsets on metro line M3 were renovated, the bodyworks were remanufactured by the Russian partner
During the renovation of the trainsets on metro line M3 in 2016-2017, BKV Zrt. signed a contract to modernize 222 carriages in various conditions. The Russian company that won the tender – after examining the condition of the trainsets – undertook to install both new and refurbished parts during the renovation, and to remanufacture the bodyworks at the same price. Tibor Bolla, CEO of BKV – without disaffirming his previous statements –, at the Monday meeting of the capital city's Climate Protection, Transport and Urban Development Committee, declared based on this that “During the renovation, the Russian party indicated that the entire bodywork was in such a poor condition that they would not renovate it, but rather remanufacture it. So, it can be said here that when the bodyworks of the Russian trainsets were sent to Moscow, they did not return, but the Russian party undertook not to revamp them, instead, to send the trainsets back with a more stable and remanufactured bodywork.”
It is a common, international practice during a renovation that certain parts are replaced, if necessary by installing remanufactured elements, while other parts are renovated, repaired, and they keep on working with their previous functions. The trainsets on metro line M3 were renovated in 2016-2017 – at the request of BKV – and as part of this, the bodyworks were remanufactured by the Russian partner.
In 2014, the government – after examining the capital city’s proposals related to the renovation of the metro line M3 – decided to support the renovation of the trainsets, with a state guarantee. In November 2014, BKV announced a public procurement for the modernization and renovation of the vehicle fleet of metro line M3 and the supply of related services and equipment. In July 2015, it was announced that, based on the decision of the Board of Directors of BKV Zrt., the winner of the public procurement procedure was the Russian joint-stock company Metrowagonmash. The public procurement was also examined by the Public Procurement Arbitration Committee, which found everything in order and officially confirmed with its decision that BKV had acted legally in all respects in the tender for the modernization and renovation of the M3 vehicles.
